LightSail - Instance "stuck" in a pending state. Free tier - Resolution?

After I selected start, the instance Amazon_Linux_2-6 has been in the pending state for an extended period of time.

Background: I shutdown the instance via SSH, I created a snapshot, and I selected start. The instance is "stuck" in the pending state.

To minimize downtime, I used the referenced snapshot to create another instance. This new instance functions properly.

However, instance Amazon_Linux_2-6 remains "stuck" in the pending state.
