The free tier provides 100GB of free data transfer out per month as of December 1, 2021. This data transfer limit is inclusive of all regions for that AWS account. Refer this blog post.
This usage limit would be reset next month, so whatever data transfer out to internet exceeds from free tier usage ie. 100GB, you'd be charged for that.
Data transfer cost is pretty much on demand with pay as you go model and there is no reserved instance offering for data transfer.

Hi Abhishek,
The utilisation at 97% is falling part of the 1.0 GB for free per month as part of AWS Free Usage Tier (Global-DataTransfer-Regional-Bytes).
The 100gb is not utilised at all.

Unfortunately there is no reserved instance type pricing model for data transfer charges. It'd be pay as you go only after you hit free tier limits for that particular month. Also, I'd suggest you to look at this thread, which discusses about, where the charges may be coming from. Hope it helps.
