Amazon Bedrock Claude models ThrottlingException - quota shows 0 on new account

I have a new AWS account and I'm trying to use Amazon Bedrock with Claude models (Sonnet, Haiku) in us-east-1 region. I keep getting ThrottlingException errors.

When I check Service Quotas for Amazon Bedrock, the "On-demand model inference requests per minute" for all Anthropic Claude models shows 0 as the applied value, even though the AWS default quota value shows higher numbers.

I have already submitted a support ticket (Service limit increase) but it has been over 48 hours with no response.

How can I get these quotas activated on a new account?

I want to clarify that I am not requesting a quota increase above existing limits. My account has zero baseline quota (0 TPM / 0 RPM) and was never provisioned with the default values. I need initial provisioning, not an increase. Please seed my account with baseline defaults for Claude Sonnet and Haiku in us-east-1.

Hello.

As shown in the URL below, many people, like you, have their Bedrock quota set to 0 when they create a new AWS account.
I suspect that the demand for Bedrock is so high that AWS is restricting new users from accessing it.

Incidentally, the "model access" mentioned in AWS re:Post Agent's AI-powered automated response feature has been discontinued and can no longer be used.

Amazon Bedrock now provides immediate access to all serverless foundation models by default for users in all commercial AWS regions. This update eliminates the need for manually activating model access, allowing you to instantly start using these models through the Amazon Bedrock console playground, AWS SDK, and Amazon Bedrock features including Agents, Flows, Guardrails, Knowledge Bases, Prompt Management, and Evaluations.

Also, please note that Bedrock quota requests may be rejected depending on the use case and usage, as described in the following documentation.
