ec2 instance wont launch

Instance launch failed This account is currently blocked and not recognized as a valid account. Please contact https://support.console.aws.amazon.com/support/home?region=us-east-1#/case/create?issueType=customer-service&serviceCode=account-management&categoryCode=account-verification if you have questions

Above is the error message. I am logged in as an IAM user with full admin permissions. I have tried many different regions. My account is not new. Can anyone explain why I am 'blocked' ?

Hello.

As it is an internal AWS mechanism, detailed information is not made public, but in my past experience, there have been instances where I have been blocked due to unauthorized access to AWS accounts or abnormal usage.
To remove this block, you need to open a case with AWS Support under "Account and billing" as stated in the error message.
