Hi, I've the same problem here, still cannot start the Lightsail instance under root user, and I've created a support ticket, but still haven't gotten a response yet. So, please fix this issue so I can start my instance again. Thanks!

My issue already solved. The reason was that my account was marked as suspicious and they limited number of simultaneously running servers. The support verified my account again, unmark it and now I’m able again to start servers
