How to delegate an AWS member Account, part of AWS Organization, to manage licence entitlements purchased on AWS Marketplace

Hello, consider this scenario: a marketplace buyer, bought some software licenses entitlements, from AWS Marketplace, using AWS Payer Account of their AWS Organizations. Then, they would like to delegate another aws account, part of same AWS Organization, to manage these licenses entitlements. Manage means distributing/moving/removing licenses to/from Organizations member accounts. Is this possible and, in case, how? If this is not possible, this is because licenses can be managed only from the aws account that purchased the licences on AWS Marketplace, which is the payer account in this case?
