Not helping with your question but I have the same issue, I am receiving emails saying "You have an SSL/TLS certificate from AWS Certificate Manager in your AWS account that expires on May 11, 2022 at 23:59:59 UTC." yet I have no certificates in certificate manager and deleted this one a while ago.
