Closing an account but no confirmation email by AWS

I have closed a test account I have through the console (tried several times over some weeks) but not getting any confirmation email from AWS for the closure (account still active) and some minor resources are still being billed. I understand they are billed up to 90 days after closure, but don't understand why the account is not closed and not getting any confirmation email. Any clues?

Hello.
Is the email address associated with your AWS account correct and usable?
Have you verified that it is the email address associated with your AWS account?
Also, is it in your spam folder?

The email address change itself can be done by following the steps in the following document.

Hi, Thanks for your help. Yes it's the root account email that I'm using and nothing in the spam folder. I may try to change the email address as proposed in the document you sent and see if that changes anything

Can the "Security" and "Audit" accounts (see screenshot) be preventing that I can close the management (root) account? If so, how can I remove them?Org structure
