As you've stated, you can only increase the size of EBS volumes in-place, not shrink them. You will have to do as you've stated, copy the data over and then use that as the primary volume. You could even attach both volumes (smaller and larger one) to the same instance and copy from one drive to the other.

both options are valid it depends how you want to proceed. However for windows recommendation would be to create a new volume and copy everything over.
