Hi, OCB means "Out-of-Cycle Billing" charge. This is usually individual to each customer, and I would suggest reaching out to Support Team (opening support case via AWS account console) to clarify this. Such charges may differ from one customer to another, and are often issued on an individual / one-time basis.
