It is available in Ohio (us-east-2) region only at the moment. Just login to the console, switch to us-east-2 region and click create cluster. you should be able to see serverless option in the cluster settings.
MSK Serverless is available as a public preview in US-East-2 (Ohio). there is no additional steps required to enroll for the same.
Navigate to MSK and create the cluster Select Serverless(preveiw) instead of provisioned.
Update: MSK Serverless is available in the US East (Ohio), US East (N. Virginia), US West (Oregon), Asia Pacific (Singapore), Asia Pacific (Sydney), Asia Pacific (Tokyo), Europe (Frankfurt), Europe (Stockholm) and Europe (Ireland) Regions.
