Hi,
In case the Windows server firewall has blocked the RDP access, you can try to use EC2 serial console to login to the server.

Have you ever check whether EC2Rescue feature is possible to fix the instance connectivity issue about the firewall blocks. You can use this tool to troubleshoot OS-level issues.

I didn't try it and it is dangerous tool, it is deleting the volume data, why are you recommending such type of tool. There should be way to connect instance using PowerShell and run the command to disable windows firewall like it is available in Azure cloud.
