Cross-region encrypted snapshots of encrypted RDS instances - data transfer cost?

As Amazon RDS now supports copying encrypted snapshots of encrypted DB instances across regions, what is the cost? Will the customer be charged just for the diff, or for the entire snapshot?

A snapshot copied to another region is a full copy (similar to EBS). Customers are charged for the data transfer used to copy the snapshot data across regions and storage used to store the copied snapshot in the destination region.
