Lightsail Burst Capacity Goes Unused When Needed

Our cPanel running wordpress constantly hits the burstable zone and going down when trying to edit a page/post. When this happens, I am not seeing any change in our Burst capacity—which is at 100%. Why isn't our instance using its burst capacity?

Example: Today we hit 25.52%. Our sustainable zone is 20%. When we hit that 25.52% the site when down. At the same time, our Burst Capacity was at 100%.

I have read through that documentation already–it does not answer the question. When our CPU utilization goes into the burst zone, why are't we utilizing any of our burst capacity? The documentation seems to suggest we should see burst capacity usage, but we are not, and the site goes down.

Has anyone from AWS addressed this question properly? This is still an ongoing problem! The burst capacity is useless when needed because as sson as the CPU hits above the sustainable zone, the lightsail instance immediately becomes unresponsive and the only way to fix it is to stop and start the instance.

It's very frustrating!
