Sns SMS, country of phone number or country where phone is?

I want to send SMS messages through AWS sns. It is for a hospitality project. The users who will receive the messages will be in Greece at the time but their phone numbers might be from different countries. Can I send messages with Sender ID as it can be done in Greece or shoud I comply with what is asked for from each country that the phone number may originate?

To send SMS to end-users, you will have to comply with end-users country requirements. For example, you will not be able to send messages to United states number using a senderID.
