How do I send SMS to China area with applied short code?

I have applied a short code in China area. Here are what I have set in PinPoint Sms Enter image description here

However, when I try Step 3. Test SMS sending Enter image description here]

I am sure my short code is in active status Enter image description here

Why is that I got this error? Validation Error Occurred - Reason="DESTINATION_COUNTRY_BLOCKED" Fields="destinationPhoneNumber" RequestId: 0e2499e6-8735-4816-b844-da1880594acd HttpStatusCode: 400
