Is the account New and also has the payment details been confirmed as this can prevent resources being created
It looks like an internal issue.
To check if it's related to Terraform, can you try creating a CloudFront distribution through the AWS Console?
If it works through the AWS Console
It's probably related to your Terraform configuration.
Using Terraform, can you try creating a CloudFront distribution with the simplest configuration possible?
Can you share your Terraform code here to check it?
If it not works through the AWS Console
It's not related to Terraform and is likely an internal issue. I suggest you to check your AWS Health Dashboard.
Also, check your AWS Service Quotas to see if you've reached any limits related to CloudFront.
Finally, you should contact AWS Support if none of this works.

The error you're encountering while trying to create a CloudFront distribution using Terraform appears to be related to a temporary service issue on AWS's side. The error message indicates that CloudFront is experiencing an internal error, which is preventing the creation of new distributions.
This type of error (HTTP 503 - Service Unavailable) typically suggests that the CloudFront service is temporarily unable to handle the request due to maintenance, overloading, or other internal issues.
Since you mentioned that CloudFront distributions were working fine previously and this issue has only been occurring for the past three days, it's likely a temporary problem. Here are some steps you can take:
-
Retry the operation: Sometimes, simply waiting a short while and trying again can resolve the issue.
-
Check the AWS Service Health Dashboard: Look for any reported issues or scheduled maintenance for CloudFront in your region.
-
Implement exponential backoff: If you're not already doing so, implement an exponential backoff strategy in your Terraform configuration. This can help manage temporary service unavailability.
-
Contact AWS Support: If the problem persists, it would be advisable to open a support ticket with AWS. They can provide more specific information about any ongoing issues and potential resolutions.
-
Monitor AWS announcements: Keep an eye on AWS announcements for any updates regarding CloudFront service issues.
Remember, while this appears to be a service-side issue, it's always good practice to ensure your AWS account is in good standing and that you haven't reached any service limits for CloudFront distributions in your account.

Thanks for your quick update. Below is the some sample terraform code which is using .. resource "aws_cloudfront_distribution" "s3_distribution" { provider = aws.tenant-account origin { domain_name = aws_s3_bucket.site.bucket_regional_domain_name origin_id = local.s3_bucket_name
} } Also terraform code no issues, reconfirmed that. Since its working on other tenant.. Only one tenant had problem, also checked AWS Health Dashboard, no clues found, then checked AWS Service Quotas, in that AWS services->Cloudfront->Applied account-level quota value ->Says Not available. whether this is issue cause?
