Is PostgreSQL available under the free tier?

The documentation indicates it should be, but when I go to create a new database instance, I do not see the option for db.t2.micro, which is the free tier size. The closest available option is db.t3.micro.

It looks like the default selected version of PostgreSQL (13.3-R1) (or any of the version 13s for that matter) does not allow you to choose the free tier template but if you change the version to 12 or lower it does let you choose the free tier.
