I'm sorry to hear you're experiencing problems with sending mail from your organization. I checked you account and it seems there was a problem that since has been resolved. But it was only corrected in 1 AWS region and not the region of your WorkMail organizations.
I have forwarded your case to the correct team for correction. Once that is done, you should be able to send mail again.

I'm sorry to hear you're still experiencing problems with sending mail. I checked with the team service team and it seems there still is a issue with your account and compromised keys. This needs to be resolved before email sending can be restored.

Recently I also started running into these issues.
We are seeing OUTGOING_EMAIL_BOUNCED
with the error message "You are currently not allowed to send this e-mail. Please try again later."
