Probably not the answer you want to hear, but Microsoft ended extended support for SQL Server 2008 in July 2019, five years after it went out of mainstream support in 2014. So it's possible that it's not provided as an option because the vendor themselves no longer support this edition. If the options available are all recent versions of SQL Server (probably SQL 2012 (which went out of extended support in July 2022) and above, this almost certainly confirms the reason suggested above.
