Have you increased your limits? The default for a Graphics.d4dn is 0. https://docs.aws.amazon.com/workspaces/latest/adminguide/workspaces-limits.html
If you still get an error, you should open a support case.
Graphics bundles require a support request to increase your quota for that particular instance. You can create this request from the Support Console.
