Block an ID on a client AWS console

My client want to know if AWS can blocked one of their IDs on their AWS management console. The client has 3 IDs but does not recognized one of them, he is the owner and don't have access to the console to blocked the specific ID, he want that AWS block this one ID on his behalf.
