Amazon SES is just a email relay agent. Amazon SES has no control over the email and can't guarantee inbox placement. Internet service providers (ISPs) use different mechanisms and algorithms to filter emails to place them in either the recipient's inbox folder or spam folder. there are several factors that can lead an ISP to flag Email as spam such as,
- Lack of email authentication (DKIM or SPF )
- Email content and quality
- high bounce and complain rates.
you must comply with all the above mentioned points for inbox placement of emails.

i have done all this. like i mean when you send a test email from the console to the email address. it still drops junk. the dkim is okay.
