I'm going to assume that the question is more "how many hosts can connect from on premises" but it is the same if there is one user per computer.
There's no limit here. There is a limit on bandwidth (1.25 Gb/s per VPN tunnel) but the site-to-site VPN doesn't count/track individual IP addresses (and therefore users).
