Suggest to navigate to the exact page with the issue - Hit the feedback button in the bottom left corner - choose UI Feedback and put the detail there. I followed the same path and confirm that the info call out button next to authorised scopes gives the same side panel help text as that for Client ID. Also I submitted the feedback!
