Route53 "Domain registration failed" when trying to register a .me domain

I'm trying to register a new 2-letter .me domain (e.g. xy.me), the domain is available according to "whois".

Route53 charged me every time then refunds the money and gives me only an error "Domain registration failed" in the Registration Requests dashboard.

How can I find the reason for the registration failure?

A two-letter .me domain cannot be registered in Route 53, according to https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/me.html

Domain.me, the registry for .me domains, considers two-letter domain names and some longer domain names to be premium domain names. You can't register premium .me domains with or transfer them to Route 53.
