EBS Snapshots Delayed, Not Starting for few minutes after API Call

My customer is concerned that EBS Snapshots seem to start at their leisure after the API is invoked. Is this a delay in the snapshot actually starting? Or is it a delay in our reporting of snapshot status?

Snapshot do start immediately upon API call. The status "completed" will only be reported several minutes after.
