How to release an Elastic ip address?

I tried to use both AWS console and AWS CLI to release an unused Elastic ip address and got the message "cannot be released because it is locked to your account. Please contact AWS Support to unlock it.". I just have a basic support plan. How do I contact support? I don't want to pay $29/month to upgrade to a developer support plan just to ask AWS to fix their own bug! Any suggestion?

Error message: An error occurred (InvalidAddress.Locked) when calling the ReleaseAddress operation: The address with allocation id [eipalloc-xxxxxxx] cannot be released because it is locked to your account. Please contact AWS Support to unlock it.

BTW, I have checked and make sure there is no EC2 instance associated and no Reverse DNS record.

Hello, I understand your concern regarding the EIP which you are unable to unlock from your account. I request you to fill in this form : https://support.console.aws.amazon.com/support/contacts?#/rdns-limits so that the concerned team can assist you in unlocking the EIP from your AWS Account. I also request you to mention the region in which you have the issue along with the PTR record (if any).

Just got contacted by AWS support. I was instructed to use the release ip address from VPC console and it worked! I guess if the Elastic ip is assoicated in VPC, then you can't use the EC2 console to release it?
