How to find an EC2 instance by it's id?

I've received a bulletin about an instance, but I cannot find the instance ID provided in my account. It told me a region but it is not in that region or other regions I look through. I have no idea where this instance is. I had another bulletin 2 days ago and there was a link from the APN to the service I could simply jump to in the console. This was doesn't so it's just an instance ID. What's a foolproof way to find it?
