I assume you looked at this guide: https://docs.aws.amazon.com/organizations/latest/userguide/orgs_manage_org_delete.html.
If that does not help, then I think your best option is to contact Support so that they can help you out directly: https://support.console.aws.amazon.com/support/home. As long as you can demonstrate you are the owner of the account, I am sure they can figure it out and help.

From the time you close the account until 90 days expire:
- Closed accounts are visible in your organization with the SUSPENDED state.
After the 90 day grace period expires:
- A closed AWS account is no longer visible in your organization.

These policies are not only poorly thought through, as they are unnecessary, especially when said account has not provisioned resources, but they are also potentially in violation of GDPR, if the email address of said accounts are personal identifiable information.
