Cannot complete security steps - Account restricted by SCP

I received a security notice from AWS regarding unauthorized activity on my account. The notice asks me to follow certain remediation steps including checking CloudTrail, rotating access keys, and responding to a Support case. However, my account appears to be restricted by a Service Control Policy (SCP) and I cannot access IAM, CloudTrail, or the Support console. I am unable to create or respond to any Support cases either. The notice has a deadline of April 26 to complete these steps, failing which the account may be suspended. How can I regain access to complete the required steps within the given deadline?

You cannot bypass a Service Control Policy (SCP) restriction yourself, SCP should override IAM permissions in Organization level. To regain access and complete remediation steps before the April 26 deadline, you must work with the AWS Organizations management account or contact AWS Support directly through the escalation channels provided in the security notice.
