You cannot bypass a Service Control Policy (SCP) restriction yourself, SCP should override IAM permissions in Organization level. To regain access and complete remediation steps before the April 26 deadline, you must work with the AWS Organizations management account or contact AWS Support directly through the escalation channels provided in the security notice.

Hello,
Sorry to hear about the restrictions on your account. I located your case on my end and shared your feedback internally for review. If you received email correspondence regarding the situation, you can respond to your case in that manner, and let Support know of your limited access to remediate the issue.
If that doesn't work and you're still unable to respond to your case. You can create a new case using this form (no log-in required): go.aws/account-support. Be sure to refer to your active case when filling out the form, as this will help Support.
