Hello.
I believe that Route53 domain renewal notifications are sent to the email address registered at the time of domain purchase, not the email address of the root user of the AWS account.
In other words, you probably registered email address #2 when you purchased the domain.

Is the domain not found in the Route53 console for the AWS account logged in with email address #1?
If you have been charged, you can check your domain by accessing the URL below.
https://us-east-1.console.aws.amazon.com/route53/domains/home
If you can't find it, is it possible that you purchased it using another AWS account?
If it's a domain-related issue, I think it's a good idea to open a case with AWS Support under "Account and billing" and consult with them.
