Container service stuck in pending blocks usage of lightsail

18 hours still pending. I created my first container service on US-East-1 yesterday while services were failing. Lucky me. It is on step 3 copying certificate. Can't delete, not sure where to find a log or force stop it. Can't create a new one until this one is out of the way. Most likely the same issue as AWS-User-1888013 "Delete pending LightSail container service" . We created around the same time during the AWS partial outage. Tried to delete, but error says can't delete in pending Here some of the details:
