Instance savings plan - organization

Question

I'm planning to purchase an ec2 instance saving plan for a member account. But then realised why not buy it at the root management level and use it for all the member accounts inside of all the organization units. So what would be the process to undergo? If there is a possibility, then how would the discount apply to all the member accounts from the root management account?

Savings Plan is first applied to the account that purchased the savings plan then it is shared to other accounts in the consolidated billing family. It is best to purchase in the Payer account that doesn't have any instances.
