Flow rate limits for each client

I want to set flow rate limits of APIs for each client.
Should I create usage plans for the number of "clients x APIs" and set the flow rate limit in each usage plan?

Hello:

Usage Plans were intended to be used for multiple callers, not a single caller, associating many API Keys to a small number of plans. In this model, each plan sets a usage tier. While you can have 1-to-1 mappings of plans and API Keys for each of your APIs, you will quickly run up against both the limits for usage plans and the limit for how many plans a single API Key can be in.
