Yes. This can be done. Do Share the AWS account id linked with Partner Central from both the parties with CRM Integration support by opening a case via Partner Central.
To open a case complete the following steps:

Sign in to AWS Partner Central

From the top menu, choose Support, Contact Support.

On the AWS Partner Support page, choose Open New Case.

On the Open New Support Case page, choose CRM Integration.
From the Type of request dropdown list, select "Request AWS Action"
From the Please specify further dropdown list, select Test Case Validation
Enter Subject to setup Partner Connections in sandbox. Do speciy Send and receiver AWS Account ID.
Choose Submit.
Once the ticket is submitted. CRM integration Support team can help with setting this up.
Post this Partners can test out multiparty engagement in sandbox mode via PC API.
