As indicated in the answer below, the issue may not be due to IAM permissions, but rather to operations performed on an AWS account without a payment history.
Since your AWS account is likely newly created, you've probably made most payments via free credit, so it's highly probable that you haven't actually been charged yet.
I assume you've already contacted AWS support, so it would be best to wait for their response.
