Instructions for generating an access token don't match what I see in the console.

This page explains that there should be a 'Security' menu item where I can create access tokens. I don't see this menu. Does this mean the Admin needs to enable a feature? If so, how can I find out the name of that feature to communicate it to the Admin?

There is a Security Credentials tab on the IAM user page as shown below.

Scroll down from there and you will find a button that allows you to create an access key.

Ah, OK. This is what is missing. I am seeing an access denied message before I get to the screen you are showing:

It is possible that the IAM user you are operating with does not have the necessary permissions. Make sure you have the necessary permissions to create access keys. https://docs.aws.amazon.com/IAM/latest/UserGuide/id_credentials_access-keys.html
