WAF and other services charges me On Free tier account

Question

Please guide me what services should I remove or delete or deactivate
For example, if there is no Web ACL created in my account , how come I'm charged for it

* To list your Application Load Balancers (ALBs) in the us-east-1 region, visit:

* To list your WAF WebACLv2 in the Global Region, go to:

* To list your Volumes in the us-east-1 region, please visit: 
  * https://us-east-1.console.aws.amazon.com/ec2/home?region=us-east-1#Volumes
