Only AWS support will be able to do something about this. If you logged into your AWS console you can connect support via the support page: https://support.console.aws.amazon.com/support/

I also contacted Outlook and they solved it for me there:
Hello, My name is xxxx and I work with the Outlook.com Deliverability Support Team. We have implemented mitigation for your IP(s): xxxx; xxxx and this process may take 24 - 48 hours to replicate completely throughout our system. Sincerely, xxxx Outlook.com Deliverability Support.

Glad they where able to help. For problems like this the vendors will work with each other to make sure their ip lists aren't getting blocked.
Could you post who you contacted and how? I've been attempting to get a block removed by using their service at https://sender.office.com/ for over a month now with no replies.
