ALB向不健康的目标路由的机制是什么？

【以下的问题经过翻译处理】当前我创建了一个私有API GW，创建了1个ALB指向API GW。目标处于不健康状态，但API请求到达ALB并返回了预期的API GW负载。请问为什么ALB路由到不健康的目标？
