Manually create CloudWatch log group and connect it to SMS deliveries

I'm trying to setup delivery status logging for SMS but for whatever reason when I do the step to create the service roles it creates the roles but doesn't create the CloudWatch log group. Just wondering how to manually create a log group and tie it to SMS deliveries.

Hello.

I think that if I test send a message after setting up logging using the steps in the document below, a log group called "sns/{region}/{accountId}/DirectPublishToPhoneNumber" will be created.
