Which instance type are you trying to launch?
Perhaps the quota restrictions on the instance type in your AWS account prevent you from launching it.
Follow the steps in the following document to raise the limit for the type of instance you are using.

I try to apply to https://us-east-1.console.aws.amazon.com/servicequotas/home/services/ec2/quotas for increase the quota but was refused
The limitation to be seen will be on-demand, not spot.
