I did not need to verify a domain identity, but an email adress as following :

Have you verified ID as described in the documentation below?
After creating and verifying a domain ID in my AWS account, I was able to apply.

If you have not yet created any identities (email address or domain) in SES, you can skip the procedures on this page and request production access for your account by using the SES account set up wizard. See Set up your SES account for instructions on how to access the wizard.

Looks like is no longer possible? I have tested on my personal account and still request a domain.
