Ship CloudWatch logs to another account CloudWatch

Scenario: I am gathering logs for my Cloud ElasticSearch. I want to have a central CloudWatch loggroup where my ElasticSearch agent can pull the logs.

Problem: I want to ship the Account A CloudWatch log to Account B CloudWatch. This is on same region.

Another is: same problem but ship to another region.

The solution seem incomplete. I tried it multiple times but the logs still not pushing to cloudwatch. The Kinesis stream trigger output on Lambda indicate no records processed.
