Instance not shutting down

Newly created instance is not shutting down, shows "Stopping".

The volume vol-003fc064efcdfedd4 has this message: Volume stuck in attaching since 1 hours and 36 minutes ago ago. Can I force detach the volume then re-attach to instance without losing anything?

Instance ID - i-0895ec1418e5c24e0

Tried force stop, and cli stop-instances
