You can try to use Image Builder and share resources via RAM (Resource Access Manager). See below:

This doesn't work b/c Lightsail instance are encrypted with AWS Key Management Service (AWS KMS), not CMS

This also doesn't work b/c AWS doesn't allow me to edit the AWS KMS named aws/lightsail at all
