Considering the error you keep getting I will suggest you reach the AWS Support and,
- Open a case with AWS Support and provide them with the details of the issue you're facing.
- Request them to reset or disable the IAM Identity Center configuration in the region where you initially enabled it (us-east-1 in your case).
- Once the configuration is reset or disabled by AWS Support, you should be able to enable IAM Identity Center in the desired region.

Unfortunately Identity Center currently works in one region. Here is an article that gives information about choosing the Identity Center location.
