I was able to successfully activate it using my AWS account.
There may be a problem with your AWS account, so I recommend that you open a case with AWS Support under "Account and billing".
Inquiries under "Account and billing" can be made free of charge.

AWS responding after almost a month of ignoring me with the below. They still have not given me access. I ended up using the API directly from Anthropic and am glad I did
Due to high demand for Opus, we are providing priority access to enterprise customers. We are working diligently to adjust to heightened customer demand and will relax these criteria as soon as we are able .
Also, we regret to inform you that, at this time, we don't have any estimated time of arrival (ETA) and service team is actively working on this request and as soon as its available they will provide access to all customers.

UPDATE: 5 days later and AWS have not responded to my Claude 3 Opus access question.
