Since the issue persists, and you can't access your account, you should contact AWS Support directly https://aws.amazon.com/it/contact-us/. Here’s how:
Go to the AWS Support Center and select "Account and Billing Support."
When contacting support, provide the email address associated with the account and describe the issue, including any error messages.
Use a Different Email (Optional): If you can't access support because you're locked out, use a different email address to create a support case.
Thanks
I tried with the above suggestion already. But they are not helping as well. Below is the reply from them.
**Hello,
I see you have some account queries and we will be more than glad to assist you.
I noticed you are not contacting us from your account directly, instead you are contacting us through the Billing and Sales form.
Unfortunately AWS account security policies don't permit us to discuss account-specific information unless you're signed in to the account you're asking about.
I encourage you to please create a case using the support center in your account, so we can validate all your account information and guide/assist you further.**

Here is the process to reset your root account.
https://docs.aws.amazon.com/IAM/latest/UserGuide/reset-root-password.html
If you no longer have access to the email, see I don't have access to the email for my AWS account in the AWS Sign-In User Guide.
Its going back and forth. I am unable to reset my password as it always says the below error while trying to reset my password.

Even I tried to sign up using the same email ID. However I am not receiving the Verification Code in my email.
Instead, I am getting the following email from AWS
